Government cuts?

Saw an item on digitext on the BBC this morning about a new bridge to be built over the Thames at Walton.  (The article is also currently on the website.)  In one paragraph, they've missed out an important letter:

The Department of Transport will invest £23.8 with the rest of the money coming from Surrey County Council.
